1- The increased societal pressure on the University to contribute
to reducing the high unemployment rates;
2- Weak levels of competition with many local and
regional universities;
3- The poor levels of graduates compared to the expectations

of employers in the private sector;
4- The annual increase of the operating costs, and the rising costs
of various devices and supplies;
5- Instability in higher education legislations;
6- The tremendous advances in information technology

and educational technology;
7- The changing labor market requirements related to
graduate specifications;
8- The continued deterioration in the levels of students
coming from secondary education in Arabic and English
languages;
9- Public universities competition with private

universities, especially with respect to the standards of students’
admission in the Parallel Program;
10- Declining employment of labor force in the local and

regional markets.
